ion-refresher doesn't work in multiple tabs

Describe the bug
When we have multiple tabs with ion-refresher, ion-refresher only works 1st time, if we do change tab the ion-refresher is no longer working.

This is also impacting other pages navigated after a page using super tabs, where the ion-refresher also stops working.

To Reproduce
Steps to reproduce the behavior:

1. Add ion-refresher under multiple tabs
2. Pull to refresh and change tab
3. Pull to refresh in the new tab, is no longer working

Expected behavior
The super tabs shouldn't impact any the other ionic components, as they should keep working as expected.
