feat: Added KeyVault key & secret outputs

Description

• Added KeyVault key & secrets outputs (Note: An output map was technically not possibe)
• Moved UDTs to common-types module where possible
• Based on feat: Add key uri outputs to keyvault key submodule - avm/res/key-vault/vault #3246
• Depends on fix: Private Endpoint updated NIC resourceID & groupID output #3606
• Dends on PSRule fails to expand resources presumably if resource uses map() function in output microsoft/PSRule#2591
