Terra-- already has the capabilities to deal with offsets, we can rely on it to make the generation code cleaner.

Use Terra-- in as many places as possible instead of re-implementing concepts in Terra+-, along with some refactoring to make the code cleaner without changing behavior.
The only behavior change introduced is that Terra+- will no longer generate snow or grass underwater.
