This PR adds a job which performs fortnightly automatic job of upstream merge. Here's example PR it produced: #50.
Also, it cleans up deploy workflows and add slack notifcations to them. When deploying to Devnet, we want only failure to be sent, while for higher envs we always want notification to be sent.
