Notes:

I wasn't really sure what do with the scripts directory that was already at the top level; I've renamed it to meta-scripts but I'm not sure if that's the best name
A few files that were edited as well as moved didn't register as renames in the change list:
- explorer/.eslintignore
- explorer/.gitignore (this one registered as an edit of the existing top-level gitignore)
- scripts/update-archive-previews.js
- scripts/update-sitemap.js
