Explanation of Change

This PR adds logic to hide Category, Tag and Tax rate search filters if there is no data corresponding to specific filter.
Also added very small code tweaks and renames.

Tests

    • I verified proper file naming conventions were followed for any new files or renamed files. All non-platform specific files are named after what they export and are not named "index.js". All platform-specific files are named for the platform the code supports as outlined in the README.
    • I verified the JSDocs style guidelines (in STYLE.md) were followed
  • If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers
  • I followed the guidelines as stated in the Review Guidelines
  • I tested other components that can be impacted by my changes (i.e. if the PR modifies a shared library or component like Avatar, I verified the components using Avatar are working as expected)

@luacmartins I need some advice here.
The code is written in the most (IMO) straightforward way. That is - if you have no data for category/tag/tax then don't show the filter.

However the original issue mentions something else: that if you do not have any policy selected, then you still get categories.
However I tested today and if you create a fresh account on new dot, then indeed you do get some general categories set in your onyx even if you have no policy. How should I handle that? I'm not sure how to discern between "general categories" that we should ignore, and "normal" categories that you could choose?

@Kicu I think we can exclude those by comparing the policy type. Those default categories should belong to a policy with type = personal. So filtering on the policy type might help.
