- setting SHARPY_DEVICE implies we are targeting nvidia gpu - IMEXROOT env variable is not used anymore

LLVM must be compiled with cuda support:
cmake ... -DLLVM_TARGETS_TO_BUILD="host;NVPTX" -DMLIR_ENABLE_CUDA_RUNNER=ON
