Without power regulation the heater can be turned on if enough power is available and turned off if not enough excess solar power is available. (The chart is drawn from 5 minute averages.)
With power regulation, consumption of the heater is regulated to match the available excess solar power.
The heater consumes 2 kW. If more excess solar power is available it is not used. The values used for the chart are 5 minute averages, so in some points it looks like not all the available power was used. There could be subintervals in some 5 minutes where more then 2 kW was available or less then the minimum to start the heater was available.
