action for tagging elements

Add action to use address dialog for tagging other osm nodes and ways

custom tags in AddressDialog

Added possiblity to specify additional tags in Address Dialog

Tags will be recongized as follows

key=value

Multiple tags could be seperated by comma or semicolon:

key1=value1, key2=value2; key3=value3

Initial Release with correct icon

The plugin.jar still had the wrong icon referenced, this is now fixed.

This is the initial release of the areaselector plugin. There are still some points to be improved, but it is basically ready for limited use.
