Advanced payment wrong address error and empty action

Steps to reproduce

I am not able to replicate this in another colony at the moment, but this was experienced in production on this action - https://app.colony.io/meta?tx=0x25b0629284649bff3878c9cee8b003ef0f63c34da299cce278b5181fdab83fa4

My suspicion is it is something to do with the handling of liquidation addresses and overriding them.

Expected behaviour

• Advanced payments should not be able to be created if there an address error.

Actual behaviour

• The advanced payment hangs never getting past the second transaction, with the following error in console.
• After reloading the app, you can see the empty expenditure in the list, which is always stuck in loading.
