If we deploy into a hostgroup that has a compute resource associated, Foreman might decide to build the host. But we already have the host that we want to bootstrap. Pass build=false to make Foreman not build a new host for us.
no idea why we did that to begin with, the result is a dict in either case, and this is more readable

this includes #287 because I'm too lazy to rebase it after #287 gets merged
