Adds the Paco handgun from CEV Eris and replaces the disabler from the sec outfit with it. Adds rubber and lethal magazines to the sectech vendor.

Rubber bullets do one less damage. There's now an unloaded variant that's given to sec officers. You can purchase a crate to get more guns. Magazines are small size instead of tiny. Rubber magazines appear in every sec locker.

Added rubber and lethal ammo boxes. Rubber ammo can be printed after basic security tech gets researched, and lethal ammo can be printed after advanced weaponry gets researched. You can now order a crate in cargo filled with two rubber and lethal magazines and one ammo box for each type. A lethally loaded paco handgun and an extra magazine now spawns in the hos locker.

Moves the caliber define to the modular folder.

Lethal bullet damage increased from 15 to 20
