Add aerosol and gas table defaults
Remove check for existing table file, just remake every time. Also update test case name call for page headers.

This PR will add budget tables for aerosol and gases and closes #236.
Update
lib/adf_variable_defaults.yamlto include plot specific details, this will add details for the budget tables.Update
lib/adf_web.pyto get correct test case name in webpage headers and to eliminate the check for existance of table html file so it is created every time.
