change build system to bazel (#78)

* change build system to bazel

Using bazel allows for using travis-docker infrastructure without
sudo privileges.

* adapt README file for the new changes

* remove sudo

Last version before Refactoring

Merge pull request #9 from spinicist/master

Removed min/max macros to prevent header include problems with LLVM.

Alpha Version

All code without speedup features.
