This PR adds polus-plugins to polus-tools repo.

Additionally:

Scripts to generate ICT or CWL CLTs from WIPP Manifests are moved to this repo
The repo mark is removed from the tests of polus-plugins
The test that validates WIPP manifests in local image-tools repo is removed (removed from pytest suite)
A new script to validate WIPP manifests in local image-tools repo is created
The noxfile.py is removed since pydantic2ts is not working correctly with it.
