[4.3] Additional Physics Input Stage #743

Adds a secondary input stage. This is a copy of the godotengine/godot#79826 PR from Godot that has remained unmerged for over a year. This is necessary in order to prioritize entity input for click-to-move games.

Also could you submit this to 4.4 as well? This PR needs as well to reference the original author of the work.

I'm about to cherry-pick the commit responsible for this change from the Godot PR, this PR will thus be closed in preference to that within an hour.
