[OP-31] Alpha Color Documentation #218

Task

Fixes OP-31

Why?

The question of how to utilize alpha in our colors has come up so we want to provide some guidance on it.

What Changed

  • Add docs with some examples
  • Add link to tooltip inspiration in css file. This was missed when first implemented

Sanity Check

  • [ ] Have you updated the dependency graph with any component changes?
  • Have you run linters?
