  1. Create pip-installable Python package 

    * Add setup.py for oneformer package

* Install detectron2 directly from GitHub

* Install oneformer in dev mode (pip install -e .)

* Add cudatoolkit-dev dep for nvcc

* Limit numpy version to avoid attribute error on np.bool et al.

* [demo] Remove path-munging (use installed pkg instead); show output using OpenCV
