DOC: Transfer older release and languange Wiki documentation

Transfer Wiki documentation from
https://www.slicer.org/wiki/Documentation/Nightly/FAQ/General#Where_can_I_download_Slicer.3F

about installing older releases and languages.

Reword some passages for the sake of clearliness, and update some URLs
that point to content that no longer dwells in the Wiki.
