Improvements to Trivy were made in https://github.com/StatCan/aaw-kubeflow-containers
This PR implements those changes here

Updates:

Trivy version
Trivy database mirrors
Retry scan on unexpected error

This is part of StatCan/aaw#1988

Cypress updated as it was failing to launch firefox,
firefox 129 broke ability for cypress to launch,
this was fixed in v13.13.0
