MSVC 14.37の仕様変更への対応

VOICEVOX/open_jtalk#11 , VOICEVOX/pyopenjtalk#19 の続きです。
pyopenjtalkを更新します。

MSVC14.37環境、Linux環境（Ubuntu Focal gcc9.4.0）でインストールができ、テストを通過することができました。
