ENH: soundfileの更新

[sabonerune]

内容

soundfileのバージョンを0.10.3.post1から0.12.1まで更新します。
これに伴いLinux版の配布物にlibsndfileが同梱されるようになります。

また以下の修正も行います.

• libsndfileの依存ライブラリのライセンス追加・更新
• workflowやDocker関係のファイルからlibsndfileのインストール処理を削除。
