Based on my experience of trying to run this without prior knowledge of Visual Studio

Is there another way to run FluentMigrator on Visual Studio. I have to explain the steps of something similar to the Linux docs, so I would assume there are better ways than installing |

This PR updates the "VocaDB development environment (Windows)" page so it is more clearer, especially when you have no idea about how these tools works, and you can't be bothered to read the Linux docs.
