Bumps [minimatch](https://github.com/isaacs/minimatch) to 3.1.2 and updates ancestor dependency [@wdio/mocha-framework](https://github.com/webdriverio/webdriverio/tree/HEAD/packages/wdio-mocha-framework). These dependencies need to be updated together.
