What?

Part of #65542

Adds "Open Media Library" command to the command palette.

Why?

There is no commands for adding media to the block editor.

How?

This PR adds the command "Open Media Library" in the command palette and opens it to add the media items.

Testing Instructions

  • Log in to the Dashboard.
  • Edit a post or page.
  • Select a block from the list view.
  • Open the command panel by pressing Command+K or clicking on the search icon.
  • Type "Open Media Library" and select the option.
  • The Media Library panel will appear.
  • Select an image; it will be inserted after the selected block.
  • If no block is selected, the image will be added at the end of the content.
