[1.2.1] incomplete list of upstream updates

## Why you open this Pull Request? according to discussions in seminar at 2023-12-04, updates in upstream should be ported to mogan, thus porting process should be recorded in monorepo document. ## What work have you done in the current Pull Request? - [x] add link macro for Savannah bugs and svn commits - [x] list 14111-14121 and 14302-14306 revision in svn repository of texmacs - [ ] list other revisions
