View License Text and Local File Contents

This project idea contains two parts:

1. Add the ability to view the detected license text for a given file. This is an optional flag in scancode-toolkit, and we want the Workbench to display this in some convenient way visually.
2. The second portion of the project would be to display local file contents IF the scan input location is on the same filesystem that the workbench is running on. The goal here would be to have the Workbench display file contents/data in real time. The main purpose of this would be so one could review ambiguous license or copyright detections.
