chore(versions): use latest versions of other concerto packages

Changes

Update the versions of internal dependencies to the latest. In particular this allows concerto-core to depend the lastest version of concerto-cto that in turn depends on a version of concerto-metamodel that no longer depends on a vulnerable version of axios. We'll need to update the concerto-codegen deps later too.
