This is a much simpler alternative to #131 - it completely ignores setup_requires and tests_require for now (see #209 and #210). I wanted to get something simple like this merged for now since it is already useful in this simple non-controversial form.
@Cadair - don't kill me :) I think you should just wait until we approve the cookiecutter APE before merging in the changes to the cookiecutter branch.
