Is your feature request related to a problem? Please describe.

APC 3.11.0 add the pyxis spack plugin which must exist or else client slurm calls will fail.
Need to install enroot and build the pyxis spack plugin for each OS and architecture on external login nodes.

Disable spack pyxis plugin so that external login nodes work.
