Where should we include conda environnement recipe ?

I propose adding a folder to the starter_kit that contains the Conda environment recipe. This would be beneficial for both R and Python users, but it's particularly essential for Python users.

Given that we're utilizing a Python library capable of executing R code, having a predefined environment ensures smooth integration and reduces setup complexities.

What do you think?
