将SimpleDateFormat格式化时间改为24小时制，解决了时间歧义问题
已经开始但未结束的空闲时间段计入可用时间段，管理员或用户可以预约此类时间段
将管理员或用户获取可用时间段接口以及预约接口的实现逻辑中重复的部分合并
