What problem does this address?

Reversing the decision made in Add source metadata forvceregen#3887 to use the PDF link.contributorsforgridpathratoolkitas the first step of Update metadata and licensing for gridpathratoolkit dataset #3895, in order to enable archiving usingpudl-archiverand a GCS bucket.What did you change?
sources.pypudl-archiverrepository, but it's also the reason that I'm not currently listing Catalyst as a contributor to the gridpathratoolkit data - we would show up co-listed with Elaine without the ability to specify that we are "distributing" the data rather than creating it.
