Unify quicklogic with the VPR toolchain

At the moment, the quicklogic and vpr toolchains are reported separately in the results. Given that both of them use the same tools, we may unify the two, under the same VPR toolchain.

Furthermore, the quicklogic toolchain may be updated and the config files merged with the vpr one, as the current quicklogic status should make use of the same VTR and Yosys versions as the vpr toolchain
