Changes:
- now using .NET 8
- the .exe file is now framework-dependent meaning that it needs the .NET runtime to be installed to run (a self-contained executable is also included in the release, but with a different name - "IELauncher-sc.exe")
- Released the GUI! You can access it using the
/gui:trueswitch or by using the link in the start menu programs if you used IELauncher-setup.msi
