docs: Rewrite contribution pages to match new tox environments #1280

This PR:

Moves the basic contribution guidelines to a separate file
Adds information about our python support and environment support
Fixes the tox environments to match the current environments
Removes the pip and Virtualenv install instructions (Both are part of a default python installation)
Removes the platform installation instructions. Anyone who needs to configure their system to run Python is better served by more robust documentation elsewhere
