Add az_tdx_vtpm verifier

This is verifier is supposed to handle evidence from Azure TDX CVMs,
which are currently in limited preview. The verifier uses a flow similar
to az_snp_vtpm, albeit with TDX Quotes. We are reusing parsing, verification
and claim construction logic from the TDX verifier.
