Benchmark and Testing.

Doing the benchmarks and testing after we've finalized the core protocol and data structures could reveal performance or architecture problems that we can include in 0.3.

Having the benchmarking and testing infrastructure in place before 0.3 can also help us evaluate our improvements after 0.3, or at least help us make sure we haven’t made things worse.
