Reorder the sidebar to reflect the stability and popularity of the
various Connect implementations. Also, use BASIC-style numbering so
there's space to interleave more categories later on.

Add a document outlining Connect's CVE process. It's heavily inspired by
other CNCF projects.

Document Connect's governance policies. Again, this is inspired by other
CNCF projects.

Note that the contribution guide for RFCs is coming in the next commit.

Add a contribution guide that covers docs changes and RFCs, and move
most of the current README (all about Docusaurus stuff) to
`swizzling.md`.

Change the README from a development guide to the project's web and
governance front door.
