Version 0.9.6 Beta - Build 1

This release contains mostly update for the Web UI. Windows versions now include two binaries, HPe-rc Console.exe and HPe-rc.exe. The console version matches previous functionality. The new standard version automatically opens a serial port and connects to the Web UI without a console window. Any errors are logged to disk with this version.
