This PR adds yet another variant of the static extensions proposal, in
feature-specification-variant3.md. This proposal uses generic constructors, and the static extension does not have type parameters at all.Note that it is not yet ready for review: About half of the document has been updated to use these new ideas, the other half will still be modified substantially.
