This PR brings the github/Dockerfile up to date after dealii/dealii#17500 gets merged.
Different question: What is the purpose of having this file here? We have it in dealii/contrib/docker/Dockerfile.
I feel like we only add ambiguity and extra maintenance having two files, and I am rather in favor in removing the Dockerfile here. What do you think?
