This PR adds or updates the following dust maps for the imaging systematics:
Chiang23_SFD_corrected_hp2048_nest.fits
Chiang23_lss_intensity.fits
Chiang23_lss_error.fits
Chiang23_mask_hp2048_nest.fits
Chiang23_std_ebv.fits
/global/cfs/cdirs/desicollab/users/rongpu/data/ebv/desi_stars/kp3_maps/v1_desi_ebv_256.fits
For the final map (Rongpu's dust map) the columns
EBV_DESI_GRandEBV_DESI_RZare included.An example of a newly generated random catalog is at:
/pscratch/sd/a/adamyers/maskvalues/randoms-1-0-skymapmask.fits
