@steveisok seems to be hitting #110624

error NU1102: Unable to find package Microsoft.NETCore.App.Runtime.Mono.linux-x64 with version (= 9.0.0)
error NU1102: Unable to find package Microsoft.NETCore.App.Runtime.Mono.win-x64 with version (= 9.0.0)

These stable versioned packages are not on NuGet.

cc @lewing @akoeplinger as well since this was discussed in #109638 (comment), which targeted main and @akoeplinger fixed there with 3f26b4c

Now it fails with

  curl: (22) The requested URL returned error: 404
  dotnet-install: The resource at primary link 'https://dotnetbuilds.azureedge.net/public/Sdk/9.0.102/dotnet-sdk-9.0.102-linux-x64.tar.gz' is not available.
  dotnet_install: Error: Could not find `.NET Core SDK` with version = 9.0.102

but I don't understand how it worked before since this PR isn't changing the 9.0.102 version.

Larry pinned the sdk version used for workload testing in #110590, merging this here.
