Description
Reintroduce the use of TPD file for target platform management (was removed in Move commons from modeldebugging repository to dedicated repository #275 because the tpd format didn't support maven m2e extension at the time)
changes url in update sites to use https instead of http when possible (some site such as timesquare doesn't support https)
