Interop: Devnet 2

A devnet with the reorg support, to handle the sad-path when invalid messages make it past the sequencer, or when L1 reorgs.

We will also deploy:

  • Interoperable OP (GovToken)
  • Interoperable ETH (SuperchainWETH)
  • and new Superchain L2-Native tokens (SuperchainERC20s)
    for testing on this Devnet
