This implements a conservative projection operator, allowing tracer mixing ratios to be projected from one space to another while conserving mass. This is necessary for conservative transport of tracers when the tracer is in theta space, but the density is in DG.
The conservative projection is implemented with the Recovery and EmbeddedDG wrappers
