What is this PR for?

Overview or reasons

We need to register RP in our FIDO Server in order to keep Brazil's Open Finance No Redirect Payments workflow running even with new RP joining the ecosystem.

Tasks

Created two routes: One for registering a new RP and another one to get an registered RP.

Result

The expected result is to be allowed to register new RPs and fetch them from the database.
