Add: GMP doc: hiding of second level sections #2182

What

Allow opening and closing of the second level sections in the HTML GMP doc.

Second level means 5.1 Data Type alive_test, 5.2 Data Type base64, 7.1 Command authenticate, etc. Only sections 5, 6 and 7 are affected. They are all initially open.

The patch adds a template details-summary-3 which creates a SUMMARY element containing an H3. The section templates call details-summary-3 inside a DETAILS element.

Can be handy when navigating the document.
