Allow opening and closing of the second level sections in the HTML GMP doc.
Second level means
5.1 Data Type alive_test,5.2 Data Type base64,7.1 Command authenticate, etc. Only sections 5, 6 and 7 are affected. They are all initially open.The patch adds a template
