add the terms with cross refs for all landmarks

Tried this fix:

• hard reset the main branch to aaba650, force push to GH
• Create a branch
• Replace the tag tsv
• push the changes to GH
• Create this pull request.

This seems to pass, however, the problem is different.
Here, we did only one file change, but the GH Actions made the other two files. Before, with additional changes to the TSV file, GH action would revert back the TSV file to the previous state (removing what was added) to match the XML files, not respecting that the new changes should propagate to the other files.

So, I think the problem would stand! Let me know if you want me to give it a try.
